the following licenses: B-1, C-10, and C-36. SWE
is also an active member of the California Urban Water Conservation

SWE works with residential, commercial, institutional
and industrial customers helping them meet water and energy conservation
goals resulting in significant financial savings. Since it’s
inception in 1993, SWE has established itself as
a leader in conservation efforts within the state of California.
SWE has successfully marketed water conservation
programs throughout the country.
In 2006, SWE was recognized by the Metropolitan
Water District of Southern California for providing customers with
fixtures that conserved over 6,400 acre feet (more than
2 billion gallons) of water. SWE has also
been acknowledged by Pacific Gas and Electric (PG&E)
for work that resulted in significant energy savings at The
Hilltop Bella Vista Apartments in Richmond, CA. This is
the largest multi-family property PG&E has
retrofitted to date, with over $345,000 in improvements.
In 2000, SWE administered the Contra Costa
(California) Water District toilet retrofit program by
successfully providing and installing over 2000 water-saving toilets.
This retrofit resulted in a savings of over a billion gallons of
water per year and led to SWE’s current administration of
a two-year (2007 and 2008) program for multi-family and commercial
toilet retrofits for the Contra Costa Water District.
In 1998, SWE worked with the San Jose
and Santa Clara Water Districts installing over
2,000 Ultra Low Flush Toilets in area hotels. Properties included:
The Biltmore, Sheraton, Beverly Heritage and Best Western.
In a continuing relationship with the Los Angeles Department
of Water and Power, SWE has provided more than 80% of Ultra
Low Flush and High-Efficiency toilet for their water conservation
programs.
Throughout its 15-year history, SWE has installed
over 250,000 toilets in hotels, apartments and other commercial
facilities.
Other agencies who have utilized the services of Southwest Environmental,
Inc. include: The City of Santa Rosa, San Jose Water, Santa
Clara Valley Water District, Marin Municipal Water District, Los
Angeles Department of Water and Power, Monterey (California American
Water), The Metropolitan Water District of Southern California,
Municipal Water District of Orange County, San Diego City County
Water Authority, East Bay Municipal Utility District and Sacramento
Regional Water Authority.
Current projects include: High-Efficiency Toilet retrofit
programs within The Metropolitan Water District of Southern
California, High-Efficiency and Ultra Low Flush Toilet
retrofit programs throughout Northern California and the Multi-Family
Energy Efficiency Programs offered through Pacific Gas and
Electric, Southern California Edison and San Diego Gas and Electric.
SWE’s clients receive the highest quality product and support

with porcelain manufacturers. By providing development insight as
well as end-user feedback, SWE assists the manufacturers in continually
improving product performance and reliability. Further, using a
procedure developed by SWE, manufacturers are able to track the
successful implementation and usage of their products as well.

Courtney Booth, President
Courtney Booth is the founder and President of Southwest Environmental,
Inc. (SWE). Courtney has a Master’s Degree in Public Administration
from California State University, Sacramento and is a licensed Real
Estate Broker. He is a member of the California Urban Water Conservation
Council as well as a Licensed General Plumber and Electrician in
the state of California. Courtney established SWE as a California
Corporation in 1993 with locations that have included Marin County,
Benicia, and Los Angeles. Corporate offices are currently located
in San Diego, California.
As a visionary recognizing the population’s ever-growing demand
for water and energy, and through years of hard work and dedication,
Courtney has built SWE into one of the most proficient conservation
construction companies in the state of California.
While working as a real estate broker and contractor and with a
background at the California Department of Water Resources, Courtney
became keenly aware of the need for water conservation. As the first
water conservation programs were being established in 1992, he took
initiative by incorporating Southwest Environmental, Inc. as a company
that would both market and implement various water and energy conservation
programs. SWE has grown to become a leader in the conservation industry,
uniting manufacturers, suppliers and customers in their conservation
efforts.
SWE continues to work with water districts throughout the country
developing and implementing conservation programs. SWE also supports
hotel and property management companies in their ongoing conservation
efforts by providing High-Efficiency Toilets (HET) and Ultra-Low
Flush Toilets (ULFT).
As the emphasis on water and electrical conservation continues to
grow, and as more conservation programs are being developed, Courtney
oversees the continuing growth of SWE, ensuring its place as an
industry leader by expanding to accommodate conservation programs
that are currently being established throughout the U.S. and Canada.
Dale Chessher, Director of Operations
Dale came to work for SWE in 2004 as Director of Operations. Dale has been in the construction industry all his life, supervising and coaching crews of up to 150 field employees and maintaining a full administrative staff. Dale has been instrumental in coordinating programs with water districts throughout the State of California. Dale is a qualified consultant for the California Urban Water Conservation Council (CUWCC). His experience in the “World of Toilets” for the past 4 years has made it possible for him to become a qualified consultant with manufacturers as well as water district personnel throughout the world. Under Dales supervision, our field employees install over 20,000 toilets per year. Dale’s pride and joy is his 9 year old daughter Audrey.
John Weber, Director of Development and New Technologies
John Weber, Director or Sales and Development came to SWE with aBachelors Degree in Leadership and Management from Judson University in Elgin, Illinois. John is responsible for coordinating events with the water district, trade shows, and advertising ventures with SWE suppliers. John supervises all personnel at these events and making sure everything runs smoothly. John works very closely with Dale to manage our sales team. He also makes sure SWE remains on the cutting edge of High-Efficiency Toilet technologies. John has been in sales and marketing for a number of years. John has great people skills and will insure our goals of complete customer satisfaction.
